EU REACH Regulation Updates: What Chemical Exporters Need to Know in 2025

The European Chemicals Agency (ECHA) added 7 new Substances of Very High Concern (SVHCs) to the REACH Candidate List on 16 January 2025, bringing the total number of listed substances to 247.

Newly Listed Substances (January 2025)

  • Bis(2-ethylhexyl) tetrabromophthalate (TBPH) — flame retardant
  • 2,4,6-tri-tert-butylphenol — antioxidant used in lubricants and plastics
  • Cadmium nitrate — used in glass colorants and pigments
  • Three additional organophosphate esters identified as endocrine disruptors

Obligations for Suppliers and Exporters

Under Article 33 of REACH, suppliers of articles containing SVHCs above 0.1% (w/w) must:

  1. Notify downstream customers and consumers upon request within 45 days.
  2. Update Safety Data Sheets (SDS) to reflect the latest hazard classification.
  3. Report to ECHA if annual supply of SVHC-containing articles exceeds 1 tonne per year.

Chinese exporters supplying the EU market are strongly advised to review their product portfolios against the updated candidate list and work with EU importers to ensure timely compliance. Non-compliance can result in product seizure at EU customs and financial penalties.
